UPDATE - Fixed this issue, The call could not be moved to another folder. So that issue is resolved.

Whatever you do...DO NOT, set this (CleanupPlacedAfterDays = -1)...That will make thing WAY worst for vilayer server.. Change that to (CleanupPlacedAfterDays = 9999) That will fix your problem completely. I just foundall this out today
