No its not client side if you change the mission file data its changed for everybody like the cloud database sync they are client side but can be changed in the mission files that everybody is forced to play with this settings

You can't have this issue becouse it seems to be not enabled in your init.sqf or properly wrong pasted/injected.

If its just grey ground its normal that it does not get saved. House inventory just get saved at stage 2 You basicly have to get the stuff for stage 2 put it in there and build stage 2. But you say after building it after restart the stage 1 building(grey ground) disappears?

My houses work just Normel i don't lose any gear its working fine. i don't know how to fix your issue but i know there working files for that

i Checked the Server_monitor it just spawns Heli Raids Sector b guards and civilian i think they are the sektor b civilian at the supermarket every version of the origins dayz_server i found dosn't include the NPC lab spawns
