BEC whitelist.txt How does it work?

BEC has the whitelist.txt file with a brief description to add one GUID per line. But how do you actually enable this feature so users with GUIDs not listed in that file are actually kicked? I have red through the BEC documentation there is no mention of whitelist feature and how it works.

Never mind, you have to go to server console and send #WHITELIST ON command. Second question though, any way to configure server/BEC to have whitelist on by default? Right now I have it set in BEC timer to tick this setting on every once in a while. There is got to be a better way?

Surely you just activate it by adding the line in the config.cfg file?
