Enable Briefing?

I looked at all the RscTitles. I commented out all of it and no change. That is kinda where I started. RscTitles is called on game launch so I dont think it affects once the player joins the server.


I am at a loss haha. This has been driving me nuts for weeks. Im about to just toss it. :)
