Restart your server with the new .pbo, then try again.
You should not have to add content to your server. If it doesn't work, write a couple of high-level tickets to DayZ.ST regarding this issue.

make sure you have set the correct instance ID # in init.sqf

I don't know if it is or isn't, how do I check to see if it's the correct instance ID #?

upload the mission pbo you cant un pack, and i will tell you the #

Okay, attached is a bare-minimum zip file of the DayZ Chernarus mission.
It includes both the packed .pbo and the files included in the .pbo.
