"New" loot sytem 1.8

Is there anyone out there who is able to explain the "new" loot system to me. I´m interested in how the scripts are working (together).

My problem is, that i have increased the lootchance of trash up to 0.75 and decreased e.g the lootchance of all weapons to 0.0075. But i still get up to 4 weapons in one single building ... or 3 backpacks in another one.

What i want to have is the opposite..... a lot of trash all around.... and that the players freak out if the find a makarov pistol after hours of searching.

Hopefully someone can give me a hint.

loot is based on the overall number of items, for an example if you have 1 item at a 10% spawn or 10 items at 1% you will more likely see one of the 1% item spawns etc. Make sure you are upping the overall spawn of each item and not just the chance of a group of loot.
There are also a few files that determine the loot of the game not just cfgloot. I am sure you are still editing them all though, might be just a weird thing.
