Rcon and BattlEye confuison

I'm trying to get BattlEye enabled so I can ban people with DaRT on my NO CD server that's hosted on my PC. I cant get it to work for me I put a 1 instead of 0 under server cfg setup my rcon password and start my server it says it connected but it doesn't do anything.
Does anybody know how to setup BE for a NO CD pwnoz0r server?
I have blurgamings anti hack-admin tools and rmod 2.1.
If you do know how please tell me. I did Google search but couldn't find anything.

nocd... no support
if you play this game then fucking buy it... it costs not that much...

also... banning on an nocd server is like pumping water in the air... it always comes back down...
got banned on your shitty nocd server? just generate a new key and you have a new uid...
unbanned in 2 seconds... doesnt really make sense... does it?

I do have a legit game and key. just a server where people who are NO CD can join aswell as legit CDs like me.
I know its possible because i have a friend who has it working on his NO CD server he tried helping me but we couldn't figure out why it wont work for me.
