Spawn Zombies at Heli Crashsite even if in Vehicle?

I'd like to be able to spawn zombies at a crashsite regardless if you're in a vehicle or not. Worst case, always spawn zombies anywhere whether in a vehicle or not.

I mainly want to discourage farming crashsites without a fight.

Also, bonus points if there's a way to reduce/eliminate the safety zone around an air vehicle?
