Vehicle Spawn Script - Not Pulling Value Changes

I went into my DB and changed the 'Vehicle' table data on certain items to 'limit_min = 0' and 'limit_max = 0' but those items are still getting spawned in.

I'm slowing changing the 'chance' row in the 'world_vehicle' table to be 0.000 as I discover ones that I miss there; however overall... it would be nice if 0 min and 0 max would mean that 'zero' of them spawn ever.
