You can have everything there other than admin teams on DayZ.st.

You can add dogs just using the mission.pbo, I've seen people do it. With carepackages you could just spawn an ammo crate. Salvaging car parts isn't really that buggy, plus most of those scripts have a chance of breaking the part. Having a team for admins, possible although very unlikely.

You could try setting it's speed?

I have tried using both lines in my server_cleanup, neither one works. The first kills everyone, the second doesn't spawn AI. I think it may be a conflict, although I don't see what would conflict with SARGE AI framework.
