This can all be changed however you'd need to go through your entire server in pbo's and find all files that reference that config, then changing them to the missionconfigfile instead.
So you think that the higher it is, the less loot spawns? I upped this to 100 on my server and I still have a fair amount spawning, though I did edit most loot chances to at least .7 or .8 It is much better than it was, though I made a /lot/ of tweaks and it may not just be this solely.

Is there any way to specifically make the soldier AI hostile, ie, adding them to the same group as the bandits?
I'd love to only have survivor AI be friendly and the res tbe hostile. Likewise, I could then garrison areas with the soldier AI.
Do bandits kill other bandits as well?

You know this as working? I'm not seeing in my RPT anything about it clearing the loot bags, either. which would be:
