You need the inventory database, which is part of Reality and is inserted via the control panel or the command line options.

Enable loadout will only function if you have the inventory tables. It will not enable the other buttons until it detects that table. Once it is in the database then the other buttons will highlight.

Update the server to the latest repository. if you have not already done so, register for github and watch the repository. You will then know when its updated and be able to fix it therein.

Download the latest version from the repository and upload that.
