First off thanks for the script i have had it running well on our Panthera server for some time now:)
I am trying to get the radio messages working but nothing is coming up for me,pretty sure i have done as you have explained correctly and i do have a radio in my inventory so not exactly sure...
It looks ok to me but i am no expert, maybe there is another script interfering with this somehow?....Have you looked in your RPT file to see if there are any errors showing up?
Have you added the correct Class ID for the bi plane's that are on your server?...there are different classes for different skinned bi planes...possibly an issue other than you may have made a mistake in the scripting.
Do you have custom anti hack running? Depending on what ammo you are using it may be on the banned list in the anti hack and need to be removed.

I personally don't like using NVG when we have great lighting options in the town areas but sometimes in Celle if the full moon nights don't work as planned or at certain times of night it is pitch black in the wooded areas and unplayable without NVG's.

If servers run a night cycle it would be nice if there was at least one or two very rare loot NV guns allowed,ok maybe not the sniper rifles but i don't see it a problem if both the Ak74 and FN fal NV guns where possible spawns in game, again it is down to choices for the server admins to make...
I think i had the bandit AI with the actual in game bandit skin "Clan_Terror2_DZC" but you can change them all to whatever you like in the SAR_config.sqf presuming you are running the latest versio of SARGE.

Choices! it is all about choices for us as server admins, stay vanilla or mod to the cows come home, also for players to decide which servers they like more,vanilla or modded. The most important thing to me is that as admins we are given these choices to decide what we or our player base decide...
I would just tear it up and start with a default mission and server pbo or a back up from before you tried to add SARGE this time and try again and be vert careful not to make any mistakes from the tutorial. the slightest thing can mess a script up :(

With my limited knowledge it looks as though you should have some spawning at some random locations as well as the ones you mentioned, have you checked your RPT file to see if it is all starting up ok and spawning AI?
They work fine on our Celle server and i followed Sarge's tutorial ok.
