Have you set the right world number in the instance table? I know I used to get some issues with times and gear spawns because I forgot to change the world number to the correct one.
Be sure to run the db_utility.pl setworld <world name> If you are using anything other than chernarus
I had this issue a while back. I was missing some parts of the mpeventhandler.txt and remoteexec.txt, that made them compatible with the bliss files. Mostly was an issue with the killmsgs.
In the 2 text files, you need to be sure line 36 looks like this:
5 "spawn" !="spawn...
