I don't know if this is a bug or actually intended, but I noticed that the server seems to run the player sync queries twice?

I don't really understand much of this, can someone help me?
I have two 60-slots servers which usually is full several hours a day.
My server FPS goes from around 1 to 4, and the max MTU from that ping test was 1472.
What settings is optimal for this?
That's the anti-hack right there. When it finds a hack, it makes the player get detected by BattlEye so it shows up in logs. All the hint entries are detected players.
Here's a possible fix for false vehicle hack detection:
Open pkg/bliss/system/server_monitor.sqf
Go to line 76 and add this below:
_object setVariable ["legitFlag", "1", false];
If you use buildings package for bliss, do this too:
Go to line 189 and add this below:
_building setVariable...
