Its hard to say but you should really get an i5 2500k atleast and OC it so hard you can, i did run mine on 5.0GHz last summer and worked great with 60slot, regular server CPUs running on like 2.3GHz wont work to good thats why every rented server sucksballs 
So get an i5 2500k or newer and OC it as high u can and put 4-8GB of ram and an fast SSD.
Run the MYSQL on the same machine too so you get less delay.
