AI Movement issue

It seems the AI on my server are having issues with walking and running properly. It's like they take 4 steps forward and then moon walk 1 step back. whats worse is it affects helicopters too. they fly forward 20ft stop and then fly back 5ft and then start again doing the 20ft.

is there any obvious file or anything that could be causing this?
 
Sounds really wierd, you sure you dont have any other mods that might cause this ? have you changed anything your self that might have caused it? What server you running version yada yada, i wont be able to help you, but i think the people who can help you might need a little more info from you :)
