Custom Loadout

Hi, I really just want to change the default loadout for all my players, but I see there's a custom loadout in the database for Epidemic.

I've read that you can create the loadout profile, then have it assign to a specific player, but I have no idea how to. I don't know much about sql and I don't want to mess with it without knowing how to use it properly.

From this section of the video, It helped with my server... I use XAMPP for managing my dbase...
