Whenver I even touch my pbo unpack it and pack it with no changes, it will get stuck on waiting for server to start authentication, Why is this?
 
The PBO program you use most likely removes the %PREFIX% file on repack or unpack causing your server not to be able to find your server_monitor files and such.
