Server time Stuck

My server time is stuck at 12:30pm.

I have it set to 12:30 in both the cleanup and server monitor. I'd like for it to work on normal time (est) but maybe 2 hours behind. So say it gets dark 8:00pm est where the server is I wan to set it back doesnt get dark until 2:00am east until about 8:30am est for sunrise
 
What was the issue?

I'm having the issue that my server is on Central Time (GMT-6), and if I log into my server at 10pm, my in-game watch say's it's 6pm or 7pm...it's never synced as it should be...(only time it is synced is when a player logs in immediately after restart).

Been fighting this issue for weeks. Setting my HiveExt to Local makes the matter worse...it actually forwards my time by 6 hours as if my server is located in the UK or something.

Quite the frustrating battle I'm having.
