Zombies and loot not spawning after adding Blue Pheonix admin tools to server

Hi, I finally got admin tools to work on my server thanks to a helpful member on a different site. But of course, any success I get brings error lol. For some reason no loot or zombies are spawning at all. Here are my files: https://www.dropbox.com/s/zdg8rw56mse8uhu/fix.zip

Any idea why this is happening? Would be very thankful for a solution
