AI Missions Won't Work

Hello, I currently have Epoch Mission System Installed (EMS) And I followed the directions exactly how you are supposed to... Yet No Missions come up on my server and my server has been running for about an hour now. Any idea whats wrong? (FYI - I didn't touch any of the Files in the EMS Folder.)
Edit: I'm using Vilayer.
