Basebuilding 1.3

I have basebuilding 1.3 installed on my Overwatch server. Works perfect for admins listed in the infiSTAR antihack. However normal players cannot build and are issued a message saying, "You are already building". This occurs when they click the "build" button...(and yes, they ONLY have exact materials).

Does anyone have any suggestions besides using the BlurGaming anithack support...because that yields me ZERO answers...or suggestions.
