can somebody tell me how to add dogs in our server

I am currently testing/developing dogs that attack and have the extra "states" that Rocket mentions.
The current state of dogs that is available to all server is pointless. All they do is follow you and do not save.
Nor do they actually spawn... So patience, they are coming.
