Need some help with DynamicWeatherEffects.SQF

I have audio rejects snow script enabled on my server and to complete the feel i modifyed the DynamicWeatherEffects script for overcast conditions and some fog. But while i have it set not to rain i keep getting brief 1 second downpours like rain is trying to initalize then cancels, this is most evident around lag inducing areas like cities. Ill post my Dynamicweather.sqf. Couldnt get it to UL so ill post my settings.
