I would find the AI grid of the safe zone for your map and remove all bandits from it in your grps file
addons\SARGE\map_config
In the grps file you can also spawn static guards that will shoot any bandits.

Yeah I wanted to run a Tavi server for my players.
Running only one whitelister capable of watching just one instance, kinda leaves one instance with it's ass in the wind, so to speak.
This is not accurate. If you've set up your rMod server correctly rMod WILL be required to join the server.
Players without will be kicked with error message starting they are missing rmod.
Make sure you edit the mission file as per the instructions...
Dumb question along the same lines. I see in the README the bliss server is currently "ArmA 2 OA beta patch build 97771", which is about 5 patches old.
