Not all vehicles spawn 100% of the time. There's a percentage spawn chance for each and every vehicle. You'd have to customize the total number of vehicle spawns to increase the chance of spawning. Case in point, I bet you found a billion bicycles on your map. They have a 75% chance of spawning.

Make sure you are running the latest version of Overwatch and the Arma 2 OA beta. When you get the icons on your screen, press ctrl+numpad- and then type flush I've had to use this on busy overwatch servers.

There is probably many changes to get DayZCC to work with Overwatch at this time.
