BattlEye: Script Restriction #21

I'm trying to run Namalsk on a private server using the Bliss package. When someone tries to join they get kicked for BattlEye: Script Restriction #21
I googled it and tried some basic things but nothing has fixed it yet.
Also in the instructions on the install when I try to run perl db_utility.pl setworld namalsk in the command prompt it gives me this error:

I'm not sure if they're related. Any help is greatly appreciated!

For the Battleeye kicks Namalsk uses different things that battleeye won't recognise. Go to this page and at the bottom you will see a file called Edited BE filters, use those: http://www.nightstalkers.cz/en_index_dn.php?menu=en_dn_server

For the perl error you need to include the password in the argument so it would be:

perl db_utility.pl setworld namalsk --pass YOURPASS
