Cant Spawn Vehicles (Read Inside)

Okay so i was wondering, maybe i am doing something wrong but I am unable to get new vehicles to spawn

Step by Step what i have done:

Opened pMain - Increased Max Vehicles Crazy High (5000)
added a couple of vehicles to the object_spawns table

Examples:

2367    ATV_CZ_EP1    [292,[4455.3867,3865.3137,0]]    []    []    2367    0
2368    TT650_Civ    [334,[3179.5608,5174.2598,0]]    []    []    2368    0
2369    Volha_2_TK_CIV_EP1    [102,[4397.6831,6168.3652,0]]    []    []    2369    0
2370    Volha_1_TK_CIV_EP1    [228,[4791.8848,7781.04,0]]    []    []    2370    0

I then enter the game and there are no extra vehicles....


Any Help would be much appreciated
