Custom Loadout not working

Hey there,
first of all the important facts:
Bliss Server with Rmod 2.1

The normal Customloadout (Which everyone spawns with) works perfectly fine.
But the loadout for specific players (e.g. Specific Skins for Clans) does not work. Has anyone an Idea why? I think i did everything right. I followed this tutorial (sorry only available in german, but it got pictures) http://wiki.nitrado.net/index.php/Custom_Loadout/Admin_Skin

thanks Chalk but that's not the issue I am having. I know how to setup custom loadouts, the problem is that it doesn't always work. You die once and come back your loadout is there, you die 5 more times and the loadout isn't there for all of those times. It sporadic on when it gives the loadout.
 
In a german forum it says that with 1.7.5.1 it isn't realy possible to do it for my server hoster... Don't know why, also did everything like he did in the video.
