Custom Welcome/intro message?

Hey Guys, I was curious if anyone knows a way to go about adding a custom welcome message when you first connect and get in game, that can display rules and information etc. Not a MOTD but actual text on the screen like a Wasteland intro. I have been messing around the past few days with some ideas on how to get this to work but, none the less, "Wait for Host" or "Loading" issues. If any code gurus out there have any tips or suggestions, any help would be greatly appreciated.
 
i have a Custom load screen already, i was just curious if it was possible to do, i see intros like this on other mods/missions as well to explain rules and server details more thoroughly.
