Dayz.st server how to customize loading screen and add debug monitor?

Hi guys! I have 2 questions, how do i customize my loading screen? Ive seen that many servers have rules or just a pic with all admins on! How do i do that?

Also how do i add Debug monitor for my server?

What am i supposed to write at the (Password) when i use Dart? i wrote my dayz.st pass but it doesnt work?

You don't need Dart to customise your server ?

I know man, but where do i get a Rcon pass? :S i cant find it on the dayz.st control panel
