Force server to start before players join?

I am pretty new to hosting Epoch servers. I have my server and scripts all working and polished the way that I want them to. However, even after extensive searching and digging, I can't figure out how to get my server to start the mission before the first player logs in. It seems like every server I have been on has this feature, but I cannot figure out how to do it. Any input would be greatly appreciated.
 
As far as I can tell, the only way is to have a headless client connect at server restart. That triggers all the missions to start. It's what I ended up doing to get everything up and running to minimise waiting on the first login.
