help epoch 1.0.3 Random PLayers Spawning on Coast

Hello, Im having a problem with players randomly spawning on coast after update to 1.3. its not every player usually 2 or 3. any ideas where to start looking? my init. is still set at stock default 1.

In init.sqf Change:
dayz_minpos =0;
To
dayz_minpos =-1;
