How to make InfiSTAR ban..?

hey guys! i have banned maps off my server to stop hackers nuking. I put ItemMap as a forbidden item. We have had about 2-3 players in the last week get kicked for haveing a map.. it only kicks them.. how do i make it ban them instead?
