I think humanity is glitched on my server?

I dont know much on how to config humanity ive been able to change alot of other stuff but i have no idea whats wrong now... players are saying that killing bandits on my server gives them close to none humanity and bloodbag and bandage etc only gives like 75.... is there a place where i can modify it?
Also i run Dayz.st
