Is this a hacker?

Basically I was in my server this morning and in side channel without a name I was seeing this..

"BLUE ON BLUE"

"CEASE FIRE"

Then I thought it was a guy on my server so I went into server control and banned him and kicked him. He then reconnected and now has a GREY icon next to his name and not a BLUE icon (when pressing p to see players and in player lobby that is)

Is it grey because I banned him or what? I'm confused because he can still play? I don't now whether it was him doing the messages or what I'm pretty confused at what to look for.
 
Ok rather strangely the guy that I supposedly banned but he can still play now has a blue icon again and another guy has the grey icon by his name.... Wtf does this mean? Some one please help me out lol?
 
well my friend... u can ban ingfame as much as u want.. but he will come back... you need to ban him in Bec or smt
