Mod idea: Scrapping auto parts

I was wondering if anyone would be able to come up with a mod that would allow players to scrap auto parts, such as the engine, fuel tank and tires (rims). The idea is that using a toolbox, you look at an item (ie: Engine), and select the option "Scrap item" and you get a fixed amount of scrap metal depending on the item scrapped.

Is this something that is do-able?
