No Vehicles After Restart + Ingame Chat

So when i change the hiveext.ini and remove the disabled channels, i still cant see when people log in / leave (ingame). when vehiclesspawn the caht doesnt even work.

also after i restart my server, there are no vehicles spawning now?!?!?

also when i hit esc i keep getting some error "onpause.sqf" or something like that

How to fix?
 
Update:

Chat Has never worked (I thought it did but it was global chat and that was because i logged in as admin)

Ive changed the .ext file in MPmissions and it still doesnt fix it!

Also No vehicles after restart....Help.

Another problem that just popped up is that Static time isnt working anymore.. Any ideas how to fix it all?
 
For chat got to MPMissions folder Edit description.ext line 8 disableChanels[] = {0,2,3,6} ;

Simply delete or add the channel numbers u wish to enable disable

0 = Global
1 = Side
2 = Command
3 = Group
4 = Vehicle
5 = Direct
6 = System
