Players kicked to lobby on join?

Running Epoch 1.0.3.1 Arma 103718

Everytime I start up the server fresh, I understand that it need to verify and authenticate files and get the whole ball rolling. But long after I see the "game started", people are unable to join, as you're promptly booted to lobby. It takes a number of attempts to join, then it works flawlessly from there on out.

I've tried utilizing vanilla files, same issue.

That looks normal to me.

So after people are actually in game playing, other players who try to join take multiple attempts?
