Script to spawn new UID's with starter pack only once?

Just curious if anyone knows of a script that exists or a specific way to make new players spawn with our starter pack that we give out automatically based on UID or another form of unique identifier so myself and my admins don't have to do it all the time. That way new players can get their starter pack even if an admin isn't on the server. I only want it to happen once though, so people don't get a starter pack everytime they die and respawn. Not sure if it is even possible, so just throwing this out to the community to see if anyone has any thoughts or input on it, or even experience at something like this.
