there is a problem. vector construction does not work with an existing database, if you do wipe the database, the server starts normally.help

Worked for me, use pastebin.com and post your entire RTP log. And it does say

3:51:38File z\addons\dayz_server\system\server_monitor.sqf, line 118

So probably some edit you did for it. Check the install guide and see what you need to do in that file and double check it.
