you have to find a fertilized egg, then sit on it and keep it warm until it is ready to come out 
But seriously each map has different banned vehicles lists so it depends on which you are running. Alternatively if your map does not allow it then running rmod might allow you to do it.
once you have a setup which allows it you need to add a spawn into your DB do your spawn script can pull it.
