Too much loot! What is dayz_lootwait!

So I have been trying to decrease the loot piles appearing in buildings. Currently using Avendettas guide.
I feel like loot is constantly being replenished and isnt "despawning"

My question;
What is this,
dayz_spawnDelay = 150;
dayz_spawnWait = -150;
dayz_lootDelay = 3;
dayz_lootWait = -150;
