Vehcles arent saving?

People on my server have been complaining about how their vehicles are dissapearing after a restart. I dont know if its a script thats messing with it or what, but I cant seem to figure it out. they should autosave right? When someone uses the vehicle, it dissapears how ever untouched ones save.....

Scripts:
R3F towing
Self Bloodbag
Repair/Refuel
Custom Spawns based on uid
drink water
street lights
skalisty bridge
building lights
fullmoon
take clothing

if they are towing them, they have to get in the vehicle before a restart, otherwise it won't save.
 
The same is happening on my server as well... Oddly enough they usually revert back to where they found/bought them at... I have absolutely no idea why the server decides to roll back vehicles.
