Weather effects during the day but clear at night

Currently, I have clear weather. I did this because i wanted the nights bright as possible. Well the only way i knew how to do this made it clear during the day as well.

Is there a way i can have weather during the day but none at night?


Edit: Instead of making a separate thread,

I have earthquakes on my server. But they are random for everyone. Is it possible to make them sync'd with everyone so they happen at the same time?
