Epoch Admin problem

I have Epoch Admin Tools v1.9.1 installed and working. Epoch Mod 1.0.5.1 installed But the issue I have is when non Admin users are joining have the ability, if they know the key "F2", to teleport to player. That is the only option. But, once they die, the menu is gone. Any ideas? Did I put a file in the wrong place?
