Clothing parcels are defined in cfgmagazines withing the dayz_code.pbo
It if not possible to overwrite this file from the mission file.
You can add "random" starting skins fairly easily but you must be running rmod to unban the arma skins that are not used in dayz
Adding backpacks to skins is tricky, ONLY arma 2 OA skins support backpacks, skins from arma and arma 2 DO NOT support backpacks. It is possible to enable them to carry backpacks, but they will not show. But again addign skins from third party sources requires editing the dayz_code.bpo and the server.pbo
