SARGE AI out in the middle of the ocean?

So I recently discovered that I often have AI just swimming out in the middle of the ocean.... I do have AI working fine elsewhere on the map... but this is strange...

most likely they flew out there and somehow the vehicle dissapeard, exploded or who knows ... i often see them parachuting out of moving air vehicles

AI on my server do not use vehicles, and there are no heli patrols.
