No ETA that i am aware of. You can try messaging a BIS employe. But im not sure if they have a release date since the dev heaven roadmap say's that the patch is at 26%.
Because the problem is mostly one single guy who has a low bandwith. The only thing you can do is add -netlog to your launch parameters and then search in net.log for people who's connection is making trouble.

You need to create a bat file and add -netlog to its launch parameters.

That post is a year old. If we have to wait for that patch untill there is a fix I doubt there will ever be a fix.
